About the Handbook

In 2023, Sinobravo, in collaboration with Wolters Kluwer, successfully held the online launch event of "Compliance Essentials for Foreign Enterprises Operating in China and the 2023 FDI Handbook Launch", which attracted more than one thousand of viewers to listen in the "cloud," demonstrating the post-pandemic enthusiasm for foreign direct investment in China.

Over the past year, the attractiveness of the Chinese market to foreign capital has grown day by day. According to data from the Ministry of Commerce, from January to July 2024, nearly 32,000 new foreign-funded enterprises were established nationwide, a year-on-year increase of 11.4%, continuing the trend of rapid growth in the establishment of new foreign-funded enterprises since 2023.

The continuous influx of foreign capital is due to the increasing openness of relevant laws and regulations. For instance, on September 8, 2024, the National Development and Reform Commission and the Ministry of Commerce issued the "Special Administrative Measures for the Access of Foreign Investment (Negative List) (2024 Edition)" (hereinafter referred to as the "Negative List"). With the release of the "Negative List," policies expanding the opening up of the medical field have been released, and the next anticipated development is the introduction of relevant pilot programs expanding the opening up of value-added telecommunications services.
