

Hainan Free Trade Port Releases Negative List for Data Export
On February 19, 2025, the Hainan Free Trade Port Data Export Management Negative List (2024 Edition) was officially released by the Cyberspace Administration of Hainan Province and the Hainan Provincial Data Bureau, after being reviewed and filed by the National Cyberspace Administration and the National Data Bureau.
According to relevant departments, the Negative List adopts a "scenario-based, field-level" standard, effectively bridging the gap between policy requirements and practical needs for data export. It focuses on five key areas of the Free Trade Port: deep-sea exploration, seed industry, commercial spaceflight, duty-free retail, and tourism, with enhanced differentiated management.
For Future-Oriented Industries:
The list pays special attention to data related to resource surveys in the deep-sea sector, germplasm resources in the seed industry, and satellite remote sensing data in the spaceflight sector. This approach ensures that critical data related to national security is effectively controlled while supporting normal commercial cooperation and international exchanges in these industries.
For Special Industries:
Relevant departments have conducted in-depth research on data related to resource operations and market monitoring in the tourism sector, as well as transaction management in the duty-free retail business. In particular, strict personal information protection requirements are enforced for data involving tourists' and consumers' personal information. Under the premise of ensuring security and compliance, space is reserved for innovative development in these industries.
For 14 specific business scenarios in the above-mentioned fields, the list clarifies the corresponding data export management requirements. This includes whether a data export security assessment is needed, or whether personal information export standard contract filing or personal information protection certification is required.
Additionally, it is noted that the Hainan Provincial Cross-Border Data Service Center began operations in Haikou on February 19. According to relevant officials, enterprises interested in these services can consult and handle related matters through the offline window at the Global Trade Window in Haikou, the "Invest in Hainan Free Trade Port" one-stop service platform website (http://www.iedb.org.cn), or the Hainan Free Trade Port Global Investment Service Hotline (4008-413-413). The Hainan Provincial Cross-Border Data Service Center will guide enterprises in applying for cross-border data channels and data export assessments based on their needs and actual situations.
